Introductions
A warm welcome was made to Jane Clark in her new role as Deputy
Environmental Working Manager with the MCA and to personally thank
her for facilitating the venue and arrangements for presentations
and buffet lunch. Also welcome to Matthew Topsfield from SienA, who
will be a great asset to the group with spet;ific advice and support
in the wider environmental Hampshire picture. Brian Cambridge, Head
of Estates at Winchester NHS represented Roger Mole, and gave an
outline of the Hospital estates role and their work towards
environmental issues.
Update from previous meeting
New members -PC had written to Hampshire Police Estates Office,
inviting a representative to join the group. However, no reply had
been received. Graham Starke would follow up this enquiry with his
Emergency Services background.

PC had recently met with Higher Education Environmental Managers
through a Travel Plan Forum in Winchester and suggested to the group
we incorporate these organisations. All agreed and Matthew would
make contacts.

PC thanked Graham Starke for facilitating the second meeting at
Hampshire Fire & Rescue during October. PC advised that the
Energy Efficiency Best Practice Program have produced a guide to
energy savings in Emergency Services accommodation, in particular
Fire Service Stations. PC to forward copy to Graham.

Andy Withers had circulated to Group members the following

MCA Video Presentation
The next part of the meeting was a superb presentation on the
main aspects of work carried out by the MCA -Search & Rescue,
Counter Pollution and Shipping Inspections. All agreed we now have a
better idea of the wide range of work carried by the MCA.
Counter Pollution Presentation
Our next presentation was from MCA's Counter Pollution and
Response Team. We heard about this departments response to the
environmental issues at incidents, which include major oil spills,
container shifts, chemical hazards and dumped material. Incidents
are co-ordinated with Fire Service, Police and local Coastguards.
There are three tiers to response, T1 local, T2 Regional County and
T3 National. This will then include contact with Environment Agency,
DEFRA, English Nature and Public Health all based on risk
assessment.
Staff Awareness
After a superb lunch, Phil Cross gave an interactive presentation
on raising staff awareness. We heard about aims to environmental
issues, starting a campaign, motivating people, communications and
assessing effectiveness. Feedback suggested that awareness was only
effective if Senior Management were supportive and provided
resources. Phil then passed round samples of booklets, posters and
staff magazine articles in use with the Prison Service. Phil Wheaton
also supplied material in use with the MoD.
Open Forum
Jane Clark spoke about her current work in business travel plans
and ideas for recycling, Jane also had to dispose of large numbers
of files which Matthew agreed to explore an avenue for new uses.
Graham Starke suggested Cardboard from all Fire Service premises
could be transported to the new Prison Training Centre in their own
vehicles. Jane Clark then offered a tour of the Head Office.
Furniture that was due for replacement was available for transfer to
another Government Department. Phil suggested that this offer would
equip the Computer Recycling and Training Workshop currently being
set up at Parkhurst Prison. Phil and Jane to discuss.
Next Meeting
Our next date to meet is set for the 8th April at HMS Dryad,
where the theme of the day is to be Bio Diversity. Phil Wheaton
circulated copies of the agenda and PC will now make the
invitations.
